Information that has been forwarded to the Clayton Dive Club in regards to the proposed national marine sanctuary in Lake Ontario

Ref: concerns as stated in the Wisconsin  NOAA proposed preserve of "The addition of a new level of government for citizens to petition for permits and certifications for normal use of Lake Michigan is too much of a trade off for the negligible benefit to protecting shipwrecks,"
Below are some links to the public meetings that were held about the Wisconsin Marine Sanctuary that is similar to the one proposed for Lake Ontario that includes the village of Cape Vincent.

The sanctuary's boundary is the high water mark. This appears to have issues with existing  riparian rights of land owners and underwater property.
